You must complete the NEW "NYS 16hr Firearm Safety Training" when applying for a NYS PIstol Permit or a Semi-Automatic Rifle License.

At The Indoor Gun Range in Troy, New York, we offer Basic Firearm Safety Training led by NRA | USCAA Certified Instructors.
Our Basic Pistol course is a 4 hour program where attendees will gain a familiarity and working knowledge of different types of pistols, along with teaching the importance of safety, legalities, the penal code, and the Safe Act.
The New York State Basic Pistol Safety course is required to be completed before applying for a New York State Pistol permit.
Based on the “FIRST Steps” class format from the NRA Basic Pistol Course curriculum. This class contains much more than the NRA class and is designed to give the student more than the minimum required.

Our Basic Pistol Safety Course covers these 4 main essential safety rules in detail, as well as, setting you up to be a responsible handgun owner before applying for your New York State pistol permit. This is a per-requisite course in New York State for being the owner of a hand gun.
A firearms license is a state license; however it is issued under the authority of county licensing officers. In New York, applicants must demonstrate some need for a handgun; local officials, typically judges or sheriffs, upon reviewing your application then will decide who can receive a pistol permit and what limitations are placed upon it.

You should expect it to take a minimum of two to six months (varies by county) from the time of application until a license is either granted or denied.

You must apply in the county in which you live or are principally employed. If you would like to apply for a pistol permit in your county, scroll down to to find your country and print the appropriate application.
To complete the State of New York Pistol/Revolver License Application (PPB3), you will need to provide:
To apply for a pistol permit, you must first complete your application and a background check. Be sure to include: two passport quality photos, photocopies of some form of ID specified in application, and three or four character references, all of which will be forwarded to the Chief Court Clerk of your county. A judge will be assigned and will then hold a hearing to discuss the permit applicants reason and motivations for seeking a permit, the applicant’s ability to handle a firearm, and a review of the background check.
After reviewing the application and listening to the applicant’s justification, a judge may grant an applicant a permit with no restrictions allowing them to carry firearms where guns are permitted. A judge may also issue a permit but place a restriction or set limits in line with stated purpose, such as an on-premises only license.
As of September 1, 2022, Rensselaer County will only be accepting 'Possess on Premise' pistol permit applications.
'Possess on Premise' submissions do not require a safety course, and you will be able to submit the existing pistol permit application until further notice.
Rensselaer County will resume 'Carry Concealed' pistol permit application submissions pending the completion of the newly required 16 hr safety course. New York State is developing this course, and has until April 1, 2023 to implement.
Albany, Fulton, Greene, Montgomery & Schenectady County Pistol Permit applications & courses will remain in effect as is until further notice.
